The SHIN-NY is built as a statewide technical architecture that is implemented locally, ensuring consistency, security, and scalability while supporting diverse participants across New York State. This approach ensures uniform rules and service delivery statewide while enabling efficient local implementation and support.
The SHIN-NY ecosystem includes distinct roles with clearly defined responsibilities:
Provides policy direction, regulatory oversight, and alignment with state public health priorities. DOH established the SHIN-NY through regulation and maintains authority over its direction and governance.
Formally designated by DOH as the State Designated Entity (SDE) to oversee and govern the SHIN-NY, manage statewide services, set technical and policy standards, and administer contracts for service delivery.
SHIN-NY QEs are health information exchange organizations that are certified by DOH to work directly with participants to provide onboarding, implementation support, service delivery, and ongoing technical assistance for SHIN-NY statewide services. Each QE enrolls and supports participants, including hospitals, clinics, FQHCs, home care agencies, payers, ambulatory practices, and other authorized organizations.
Hospitals and health systems, providers, public health agencies, payers, labs, behavioral health entities, community-based organizations, and other authorized healthcare organizations that connect to, contribute data to, and use SHIN-NY services.
