Regulatory Foundation
The SHIN-NY is established and regulated by the New York State Department of Health through 10 N.Y.C.R.R. § 300, referred to as “the SHIN-NY Regulation.” This regulation defines the legal framework, participation requirements, and governance structure for health information exchange in New York State.
The SHIN-NY ecosystem includes distinct roles with clearly defined responsibilities:
New York State Department of Health (DOH)
DOH provides policy direction, regulatory oversight, and alignment with state public health priorities. DOH has ultimate authority over SHIN-NY governance, policy, and direction.
NYeC as State Designated Entity
As referenced in the SHIN-NY Regulation, the New York State Department of Health has designated the New York eHealth Collaborative (NYeC) as its State Designated Entity (SDE) for leadership of the SHIN-NY. NYeC oversees the SHIN-NY’s operations, manages statewide services, sets technical and policy standards, administers contracts for service delivery, and facilitates the Statewide Collaboration Process (SCP).
