The SHIN-NY is established and regulated by the New York State Department of Health through 10 N.Y.C.R.R. § 300, referred to as “the SHIN-NY Regulation.”
The Statewide Collaboration Process (SCP) is required by the SHIN-NY Regulation and brings together key stakeholders in an open and transparent committee structure to contribute input and expertise on the development and implementation of SHIN-NY policy and technical standards.
Organizations seeking access to SHIN-NY Statewide Data Infrastructure (SDI) data for approved purposes must submit a Data Use Request (DUR) for review and adjudication by the Statewide Data Use Committee.
Every aspect of the network — from policy to technology to governance — is designed to ensure that health data is handled securely, used appropriately, and accessed only by authorized individuals for permitted purposes.
