SHIN-NY 2.0: Transforming New York’s Statewide Health Information Network
One Network. One Infrastructure. One SHIN-NY.
The Statewide Health Information Network for New York is undergoing its most significant transformation since its creation. SHIN-NY 2.0 is the strategy for that transformation, moving New York from a federation of regional exchanges toward a single, unified statewide network built to serve the state’s entire health ecosystem.

Why the SHIN-NY is Transforming
New York built its health information exchange ecosystem region by region. The Qualified Entities (QEs) connected hospitals, practices, and community providers across the state, and the SHIN-NY linked them together for treatment, care coordination, and public health. That model served New York for more than a decade.
The needs of the health ecosystem have grown. Public health agencies require modern, real-time data infrastructure. Medicaid transformation and value-based care depend on complete, longitudinal information. Providers expect exchange that works seamlessly across regional and national networks. Health care and social care organizations increasingly need to work from shared data. Meeting these needs takes a network that operates as one, with common infrastructure, consistent policies, and statewide services.
SHIN-NY 2.0 is New York’s answer. It builds on the foundation the QEs created and reorganizes the network around unified statewide infrastructure and a shared strategic direction, with a statewide Health Data Utility (HDU) model as the destination.
The Strategic Direction
The transformation is guided by three strategic priorities, and is designed to increase the value the SHIN-NY delivers to participants, to Medicaid, and to New York State.
How We’re Getting There
Unifying New York’s Health Data Clinical data from across the state is being brought together in shared statewide infrastructure, ending the fragmentation of six separate regional repositories. One statewide record, accessible wherever care happens in New York.
Making Core Services Statewide Services once operated separately in each region, like encounter alerting, are becoming single statewide offerings, available to every participant on the same terms.
One SHIN-NY Experience Participants keep working with their chosen Qualified Entity, the familiar local team that supports them today, while the services they receive become offerings of the singular SHIN-NY.
Complementary to National Networks The SHIN-NY is aligning with national frameworks and standards so participants can rely on their national network connections for more of their SHIN-NY engagement over time, always preserving New York’s patient privacy protections.
The Statewide Data Infrastructure (SDI)
At the center of SHIN-NY 2.0 is the Statewide Data Infrastructure, the SDI, a set of shared technical services operated once for the entire network:
What SHIN-NY 2.0 Means for You
QEs remain the front door to the SHIN-NY, supporting participants locally, operating statewide services, and building value-added offerings on statewide data.
- For Providers and Health Systems Simpler participation, more complete patient information, and statewide services that work the same way everywhere in New York.
- For Public Health Modern, statewide data infrastructure supporting reporting, surveillance, and emergency response.
- For Payers and Value-Based Care Longitudinal data, quality measurement, and analytics that support Medicaid and value-based arrangements.
- For New Yorkers Stronger privacy protections, consistent consent management, and care teams that have the information they need.
