About SHIN-NY Services

The SHIN-NY is a state-funded infrastructure intended to support the healthcare community across New York State with standardized services and data available to all participants. These Required Participant Services are designed to ensure equitable access to core health information exchange capabilities and meet statewide policy goals. These services are uniformly delivered across all regions, governed by centralized policy, and accessible through SHIN-NY Qualified Entities (QEs). Some of these services are offered by all QEs and provided to their respective participants. Others, referred to as Statewide Services, are delivered to all participants by just one or two QEs.

SHIN-NY Services

Clinical Data Exchange

Secure, interoperable exchange of clinical data including Continuity of Care Documents (CCDs), lab results, radiology reports, and clinical summaries between authorized participants statewide.

Encounter Alerts

Real-time notifications about hospital admissions, discharges, transfers, and facility-based encounters, enabling care teams to coordinate follow-up and transitions of care. Learn more about SEAS on this page.

Patient Record Query & Retrieval

On-demand access to a patient’s longitudinal health record through query of the Primary Document Repository (PDR) and connected Services Partners, enabling providers to retrieve clinical documents from across the state.

Public Health Reporting & Data Access

Automated submission of required public health data and access to statewide health data for surveillance, emergency response, and population health initiatives.

Consent Management

Statewide infrastructure for managing and enforcing patient consent decisions in accordance with New York State law, ensuring data access is always aligned with patient preferences.

Patient Identity Management

Master Patient Index services that accurately match and link patient records across systems, ensuring providers access the right record for the right patient.
