How to Join the SHIN-NY

Organizations connect to the SHIN-NY through a SHIN-NY Services Partner (Qualified Entity). This model ensures consistent statewide implementation while providing local technical and operational support tailored to your organization’s needs.

Who Should Connect?

The SHIN-NY serves a broad range of healthcare and social care organizations, including:

  • Hospitals and health systems (participation required by regulation)
  • Ambulatory and primary care practices
  • Federally Qualified Health Centers (FQHCs)
  • Behavioral health and substance use providers
  • Long-term care and home care agencies
  • Public health agencies
  • Health plans and payers
  • Laboratories and diagnostic facilities
  • Community-based organizations (CBOs)
  • Other authorized entities

Steps to Connect

Step 1

Identify Your SHIN-NY Services Partner
Use the interactive map on the Find a SHIN-NY Services Partner page to identify the Services Partner serving your region and initiate a conversation.

Step 2

Execute the Statewide Common Participation Agreement (SCPA)
All participants must sign the SHIN-NY SCPA, the single statewide legal agreement that governs participation, data use, privacy, and security obligations.

Step 3

Complete Onboarding & Validation
Your Services Partner will guide you through onboarding, including compliance verification, identity and consent configuration, and testing.

Step 4

Technical Integration
Integrate your EHR or clinical systems with the SHIN-NY. Your Services Partner provides technical support and coordination throughout.

Step 5

Go Live
After successful testing and validation, your organization begins exchanging data through the SHIN-NY.

Participation Requirements

Participation requires:

  • Ongoing data contribution per SHIN-NY requirements applicable to your organization type
  • Execution of the SHIN-NY Statewide Common Participation Agreement (SCPA)
  • Compliance with SHIN-NY technical and policy standards
  • Completion of onboarding and validation steps with your designated Services Partner
